2023 Trafficking in Persons Report: Thailand

2023 Trafficking in Persons Report: Thailand. The Government of Thailand falls short of meeting minimum standards for elimination, maintaining its Tier 2 status.

Inconsistent and ineffective interviewing practices during labor inspections and victim identification processes have left many trafficking victims unidentified, particularly those exploited in forced labor. Insufficient efforts to protect victims involved in cyber scam operations in neighboring countries, including Thai citizens without legal status, indicate gaps in victim identification and care. The legal requirement for most foreign victims to remain in shelters throughout legal proceedings hinders reporting and witness participation, undermining overall protection efforts.

Corruption and official complicity continue to impede progress in anti-trafficking endeavors.
