Insufficient efforts to protect victims involved in cyber scam operations in neighboring countries, including Thai citizens without legal status, indicate gaps in victim identification and care. The legal requirement for most foreign victims to remain in shelters throughout legal proceedings hinders reporting and witness participation, undermining overall protection efforts.
Corruption and official complicity continue to impede progress in anti-trafficking endeavors.
